Please see below a letter received from JCM National Council (Staff Side) Secretary. All affiliates of Confederation are requested to send their items, if any to Secretary General, Confederation of Central Government Employees & Workers by e-mail before 15th August 2014. Sir, You may kindly recall that for the next meeting of the National Council, earlier the Staff Side had suggested the following 19 Items for discussion

1 Revision of Wage with effect from. 1.1.2011.
2 Merger of DA with Pay
3 Enhancement of Insurance Coverage under CGEGI Scheme
4 Compassionate Appointments
5 Absorption of GDS as regular Postal Employees
6 Regularisation of Casual/Contingent/Daily Rated Workers.
7 Functioning of JCM
8 Remove the ban on recruitment and creation of posts
9 Downsizing Outsourcing Contractorisation etc.
10 Introduction of Productivity Linked Bonus and removal of Ceiling Limit.
11 Revising Overtime Allowance (OTA)    and Night Duty Allowancerates:
12 Arbitration Awards.
13 Career Progression: Grant Five Promotion in the Service Career.
14 Scrap the New Pension Scheme
15 Reckoning of 100% period of Service rendered after grant of Temporary Status and 5o% Of Casual Service for Retiral Benefits etc. in case of Casual Labourers
16 Stepping up of pay of Seniors who are drawing less Pay than the Juniors consequent on fixation of Pay due to implementation of 6th CPC recommendations between Direct Recruits and Promotees
17 Stepping up of Pay of Senior employees at Par with their Juniors consequent upon implementation of MACPs
18 Granting of parity in Pension and Family Pension to the Staff/Family retired prior to 01.01.2006
19 Granting of Additional Pay to Loco and Traffic Running Staff

Subsequently a meeting of the Standing Committee was held on 7th May, 2014 to discuss the items submitted by the Staff Side vide their letter No NC-JCM/2014/VII CPC dated 9th April, 2014. It will be noted that 9 of the above items (ticked above) were discussed in the Standing Committee meeting. 

In view of this I would be grateful if the Staff Side could suggest the Agenda Items for the next meeting of the National Council (JCM) at an early date so that the Agenda papers could be finalised for convening the meeting of the National Council (JCM). If required the proposed items can be discussed with a few of the representatives of the Staff Side with the undersigned at a date and time mutually convenient to you.

Dear Secretary General, Please include pay fixation under Illustration 4A of upgraded posts as Illustration 4A is more beneficial than fitment tables of Rs 4000-6000 onwards. Illustration 4A under CCS(RP) 2008 is still in rule book. If Illustration 4A. Is applied there will not be anomaly employees in the same cadre.As per 6CPC report posts are upgraded to avoid anomaly amongst situated posts, fitment tables are only calculation as did 40% fitment in 5CPC. Since Illustration 4A was approved by Union Cabinet any clarification by individual ministries not to operate Illustration 4A is illegal as well as whimsical. Therefore, MOF clarification OM dated 13.9.2008 directing not to use Illustration 4A for upgraded posts should be arrange to cancel by JCM

I want to add one more aspect to fight for 'ENTRY PAY' cause. "Employees who are getting promotion from 7680+2400 to PB2+4200 they're drawing 'ENTRY PAY' i.e., 9300+4200 on promotion without any stepping-up or so-called etc. etc. automatically as 9300 as the lower perimeter of PB-2, then why this discrimination with the promottees of other grade pay? Are they from other planet?"

Revised Pay Matrix Table for CG Employees issued on 16.5.2017 The Government of India has decided to revise the pay of Level 13 in Civilian Pay Matrix recommended by 7th Central Pay Commission.
