According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for February, 2014 increased by 1 points and pegged at 238 (two hundred and thirty Eight). On 1-month percentage change, it increased by 0.42 per cent between January, 2014 and February, 2014 compared with the rise of 0.90 per cent between the same two months a year ago.

The undersigned is directed to refer to Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners’ Welfare D.O. letter No.4/36/2013-P&PW(D) dated the 23rd December, 2013 and to say that the Ministry of Rural Development has evolved a comprehensive system of independent third party monitoring of implementation of its rural development programmes across the country by deputing Individual and Institutional National Level Monitors(NLMs) who are public spirited senior level retired Civil/Defence Service Officers and Academia, for ensuring accountability and transparency in the execution of various programmes of this Ministry. The experience/exposure to rural development and rural development related programmes is required for empanelment as Individual NLM. The empanelment of NLMs are done against open advertisement issued in the leading Newspapers and on the website of the Ministry inviting applications from eligible and willing Individuals and Institutions for empanelment as NLMs. As per the scheme, following categories/level of retired officers having working knowledge on computer use, upto the age of 65 years as on specified date of publication of advertisement, are eligible for empanelment as Individual NLM:

Central government employees to be prohibited access to social media at work

The central government Wednesday told the Delhi High Court that it will issue an advisory prohibiting government employees from accessing social networking websites through officials systems and networks.

A division bench of Acting Chief Justice B.D. Ahmed and Justice Siddharth Mridul asked the centre to immediately issue an advisory prohibiting public servants, who already have an official e-mail account, from using external services.

The bench took into note the submissions of Additional Solicitor General Rajeeve Mehra that 4.5 lakh government employees have been allotted official email accounts and they have started using them.

At the Cabinet Committee meeting that was held on 28/02/2014, approval was given for a 10% hike in the Dearness Allowance and Dearness Relief for Central Government employees and pensioners. Nearly a month has passed but the Finance Ministry has still not issued relevant orders to the departments concerned. 

Despite the consent of the Cabinet Committee, the enhanced amount of DA will be given only after the Finance Minister issues the orders. The month of March ends on Monday and orders will have to be issued before then. Only then will the employees receive the DA amount for the month of March along with the month’s salary. Since all the banks will remain closed on the 2nd due to Annual closing of accounts, it will be available only on Tuesday, the 3rd.

1. At the outset, Smt. Arti C.Srivastava Member – Secretary extended a warm welcome to all the invites. Member-Secretary further informed that a Pay Commission Cell (PCC) had been constituted under the chairmanship of Shri.Aidtya Mishra Sr.DDG/CP at OFB Hqrs to initiate deliberations and invite suggestions from all the stakeholders. Three preliminary meetings of the PCC have already been held. The meeting with the representatives of the Federations and Associations has been convened, as a part of the series of the meetings proposed to be held with all stakeholders to formulate views on various issues. A portal has also been launched on the OFB COMMENT to seek views of the officers, staff and employees on matters concerning 7th Pay commission and the General Mangers/Head of the Units have also been required vide Letter dated 14.02.2014 from the Chairman, PCC to have wide-ranging consultations in this regard and communicate their views and recommendations in the matter.

Sub: Non-charging of annual increment in case of prolonged sickness followed by sad demise of the Railway employees 

 As per provision under para 606(ii)(a), Chapter VI of the IREM Vol. I, the annual increment of the Railway employee is charged from the due date, i.e. presently from 1st July, only, when the employee resumes duty in case he/she is on leave or on sick list prior to that day. 

It has been brought to the notice of AIRF that there are certain cases wherein the employee, due to prolonged sickness, followed by sad demise, could not resume duty on or after 1st July, i.e. due date of increment, and subsequently expired. Non-resumption of duty in such cases was beyond his/her own control because of serious ailment for which he/she was unable to resume duty and subsequently expired. In compliance of the above provision of the IREM, no annual increment from 1st July, i.e. due date, is charged in such cases and there is substantial cumulative loss at the time of settlement of such deceased employees.

Ironically in India where the poor are struggling to breath with just Rs  27.2 a day in rural areas and 33.3 in cities.  The net worth of the billionaire community increased 12-fold in 15 years, enough to eliminate absolute poverty in this country twice over. In a telling comment, the International Monetary Fund managing director Christine Lagarde warned that income inequality is increasing dangerously.

Inequality is a sociological construct. Larger income/wealth Inequality breeds discontent, inefficiency, corruption & finally the revolt which is now creeping up   in the shape of Maoism & Naxalism. India can ignore this only at its own peril. What is worrying is that the monthly per capita consumption expenditure of the top 5% of the rural population is nearly nine times that of the bottom 5%. Where as In cities and towns, the average consumption by the top 5% of the population has gone up dangerously to 14.7 times that of the bottom 5%.(latest report of the National Sample Survey Organisation on people’s spending patterns).

No one can deny the fact that DA is a very important allowance as of now. This applies to both state and central government employees. On the 28th of February 2014, 10 % DA increase was approved by the cabinet and then the announcement about the same came out. In the past, mostly, this announcement and the Finance Ministry order have come out in the month of March. Hardly, has this ever changed so far. So the finance ministry order on DA is expected to come soon.

In view of closer of office on 29th and 30th of March being Saturday and Sunday and also on 31st March at some stations being Gudi Padava, Ugadi etc. the field Income Tax Offices through-out India shall remain open and the receipts counters shall also work during normal office hours on 29th, 30th and 31st of March, 2014. This direction is issued for administrative convenience by the Central Board of Direct Taxes in exercise of powers conferred under section 119 of the Income Tax Act, 1961.

We have been waiting eagerly for the announcement of 50% DA merger and interim relief for quite some time now, but still no announcement about it has come out! This is really disappointing.

As you know, we got the 50% DA merger(5th paycommission) and interim relief(2nd to 4th paycommission) in the last pay commission to compensate for the increased commodity prices and economic burden. So our present expectation cannot be unreasonable. We only get our DA to manage the price rise of essential commodities. As of now it has reached 100% raise and some allowances are expected to rise only by 25%. When this is the case, calculating the DA rise in the coming July 2014 is somewhat difficult. As of now, the announcement of only one month’s AICPIN has come out. In the coming five months, we will get a complete picture of the AICPIN value. Only after that we can calculate the DA rise accurately.

In pursuance of the judgement dated 08.10.2013 of the Hon’ble Supreme Court in the matter of Civil Appeal No.9096 of 2013 [arising out of SLP(civil) No.7541 of 20091 titled Union of India & Anr. Vs. National Federation of Blind & Ors, this Department issued O.M No. of even dated 3rd December, 2013 modifying para 14 of this Department’s O.M dated 29.12.2005 to the following extent:
“Reservation for persons with disabilities in Group ‘A’ or Group ‘B’ posts shall be computed on the basis of total number of vacancies occurring in direct recruitment quota in all the Group A posts or Group posts respectively, in the cadre”.
2. It was also requested to compute number of vacancies available in all the cadres under their control including attached offices, subordinate offices, public sector undertakings, Government Companies, Cantonment Board, etc. in the aforesaid manner and further identify the posts for disabled persons within a period of three months from the date of judgement (8.10.2013) and implement the same without default. The Hon’ble Supreme Court directed that non-observance of the provisions of reservation for persons with disabilities shall be considered as an act of disobedience and the Nodal Officer concerned in Department /Public Sector Undertakings/Government Companies responsible for proper strict implementation of reservation for persons with disabilities be departmentally proceeded against for the default.

Recently, a reader’s query was published in Swamy’s News publication. 

“After getting one promotion under ACP or MACP, and a subsequent regular promotion, will the employee qualify for another pay fixation?” This was the question’s summary. 

An employee is given promotion under MACP only if he/she didn’t get any, under Regular Promotion. The pay is fixed based on 3% increment and Grade Pay difference. So, when regular promotion is given, the pay is revised only if there is a difference in the grade pay.

One of the reasons for this importance is the practice of selecting only the state and Central Government employees for election duties, especially in the case of the forthcoming Lok Sabha elections that are going to be held in multiple phases. One can say that it is impossible to hold elections without the assistance of state and Central Government employees. So crucial is their contribution.

They are involved in election duties for months, either directly or indirectly. The crowning moment of these efforts are during the polling day when thousands of government employees are appointed at all the polling booths, on an average of at least 3 per booth.

Should the GRADE PAY STRUCTURE continue in the 7th CPC too?

Once every 10 years, the Central Government revises the pay grades of its employees. It is common knowledge that the Cabinet had ordered the formation of the 7th CPC (CENTRAL PAY COMMISSION) and has also given its approval to the TERMS OF REFERENCE. 

The Central Government has, until now, constituted six CPCs. The 6th CPC has the distinction of having introduced the GRADE PAY STRUCTURE. Until then, there was only the PAY SCALE. It was the 6th CPC that changed it to PAY BAND, GRADE PAY and PAY IN THE PAY BAND. It was then said that the reconstitution was made to reduce the number of categories in the PAY SCALE. They also explained how GRADE PAY was calculated.

EXPECTED DEARNESS ALLOWANCE FROM JULY 2014

This is the first thing that all Central and State Government employees alike would eagerly like to know!

We are the first to calculate and write about ‘Expected DA’. We have been meticulously doing this task for the past five years. Without fail, we publish all the relevant information pertaining to DA, which is given twice every year (January 1, and July 1). It is our practice to calculate these numbers on the basis of certain indicators. 

Dearness Allowance is calculated entirely on the basis of price rise and inflation. Of utmost importance for the calculation is the AICPIN (All India Consumer Price Index). Labour Bureau, a Government agency releases these figures each month. 

The Consumer Price Index (Industrial Workers) Base 2001 =100 is calculated based on the prices of 24 crucial items. They are also called “Fixed Basket of Goods.” They take into account the change in retail prices of these items. 

Three most important constituents of the CPI-IW are the centre specific weighting diagrams, the retail price data and the house rent data. 78 towns are chosen and the list is formulated from the information gathered from these places. Each month’s AICPIN is released in the following month. 

After 01.01.2006, according to the formula recommended by the 6th CPC, an approximate dearness Allowance for the month is calculated. At the end of June and December, the precise Dearness Allowance is calculated.

In order to calculate this year’s second instalment of Additional Dearness Allowance, AICPIN points of six months are required. As of now, the AICPIN of only one month has been released. In these circumstances, it wouldn’t be right to make predictions. Actually, it would be wrong.

4th CPC had determined the ratio between minimum & maximum of salary to be 10.7(Chapter 41 & 43) Vth cpc   maintained it to be 10.97 (Appendix ‘I’ summary of recommendations para19) in their recommendations which while implementation was raised to 1:11.76 by the Bureaucrats for their own advantage.

Shredding the basic fiber of the Constitution of Indian Socialistic State, after implementation of 6th CPC   this ratio  stand raised to 1: 12.85. Both for salaried employees & Pensioners. Which is much more than even the capitalist countries like America & Britain. This negative and socially regressive effects of the 6th Central Pay Commission has had the effect of worsening wealth and income inequality not only between pre-and post-2006 retirees, but even within pre-2006 retirees where in higher-ups got full parity in Pension.

Subject:- Revised scales of office space for various categories of officers and staff and special requirements of Central Secretariat excluding those serving in the Income Tax, Central Excise and Customs Departments.

The undersigned is directed to refer to the then Ministry of Work & Housing & Urban Development OM No. 11015(2)/75-PoI.lV dated 24.11.76, this Ministry OM dated 20.10.87 and OM of even number dated 07.0898 on the above subject and to say that consequent upon revision of pay scales of the Central Government employees on the recommendation of the 6th Pay Commission as notified vide CCS (Revised Pay) Rules, 2008, it has been decided to prescribe revised scales of office space for various categories of officers and staff and special requirements as under, with immediate effect:

Subject: Review of guidelines on regularization / allotment of alternate accommodation in the name of the eligible spouse / ward of the allottee in the event of death /retirement / transfer of the allottee.

Several instructions have been issued from time to time by this Directorate regarding regularization / allotment of alternate accommodation in the name of eligible spouse / ward of an allottee in the event of death / retirement / transfer of the allottee. It has been observed that some of the provisions contained in these instructions are inconsistent. Further, the rationale behind providing the facility of regularization / allotment of alternate accommodation in the name of the spouse/ward of the deceased/retired/transferred allottee is to avoid dislocation and hardships to the family of the alottee due to such an event. It is, however, felt that imposition of conditions like date of priority should be covered for providing such a facility undermines the very motive behind such a provision and causes undue hardships to the family of the allottee.
