Central government employees to be prohibited access to social media at work The central government Wednesday told the Delhi High Court that it will issue an advisory prohibiting government employees from accessing social networking websites through officials systems and networks. A division bench of Acting Chief Justice B.D. Ahmed and Justice Siddharth Mridul asked the centre to immediately issue an advisory prohibiting public servants, who already have an official e-mail account, from using external services. The bench took into note the submissions of Additional Solicitor General Rajeeve Mehra that 4.5 lakh government employees have been allotted official email accounts and they have started using them.

FINMIN ORDERS ON DA Finance Ministry’s Orders on 10% DA Expected Shortly! At the Cabinet Committee meeting that was held on 28/02/2014, approval was given for a 10% hike in the Dearness Allowance and Dearness Relief for Central Government employees and pensioners. Nearly a month has passed but the Finance Ministry has still not issued relevant orders to the departments concerned.  Despite the consent of the Cabinet Committee, the enhanced amount of DA will be given only after the Finance Minister issues the orders. The month of March ends on Monday and orders will have to be issued before then. Only then will the employees receive the DA amount for the month of March along with the month’s salary. Since all the banks will remain closed on the 2nd due to Annual closing of accounts, it will be available only on Tuesday, the 3rd.

We are the first to calculate and write about ‘ Expected DA ’. We have been meticulously doing this task for the past five years. Without fail, we publish all the relevant information pertaining to DA, which is given twice every year (January 1, and July 1). It is our practice to calculate these numbers on the basis of certain indicators.

As of now, the announcement of only one month’s AICPIN has come out. In the coming five months, we will get a complete picture of the AICPIN value. Only after that we can calculate the DA rise

REGULAR PROMOTION – MACP UPGRADATION – PAY FIXATION Recently, a reader’s query was published in Swamy’s News publication.  “After getting one promotion under ACP or MACP, and a subsequent regular promotion, will the employee qualify for another pay fixation?” This was the question’s summary.  An employee is given promotion under MACP only if he/she didn’t get any, under Regular Promotion. The pay is fixed based on 3% increment and Grade Pay difference. So, when regular promotion is given, the pay is revised only if there is a difference in the grade pay.

Should the GRADE PAY STRUCTURE continue in the 7th CPC too? Once every 10 years, the Central Government revises the pay grades of its employees. It is common knowledge that the Cabinet had ordered the formation of the 7th CPC (CENTRAL PAY COMMISSION) and has also given its approval to the TERMS OF REFERENCE.  The Central Government has, until now, constituted six CPCs. The 6th CPC has the distinction of having introduced the GRADE PAY STRUCTURE. Until then, there was only the PAY SCALE. It was the 6th CPC that changed it to PAY BAND, GRADE PAY and PAY IN THE PAY BAND. It was then said that the reconstitution was made to reduce the number of categories in the PAY SCALE. They also explained how GRADE PAY was calculated.

We are the first to calculate and write about ‘Expected DA ’. We have been meticulously doing this task for the past five years. Without fail, we publish all the relevant information pertaining to DA, which is given twice every year (January 1, and July 1). It is our practice to calculate these numbers on the basis of certain indicators.  Dearness Allowance is calculated entirely on the basis of price rise and inflation. Of utmost importance for the calculation is the AICPIN (All India Consumer Price Index). 7th CPC- Ratio between Minimum & maximum of Salary / Pension 4th CPC had determined the ratio between minimum & maximum of salary to be 10.7 (Chapter 41 & 43) Vth cpc   maintained it to be 10.97 (Appendix ‘I’ summary of recommendations para19) in their recommendations which while implementation was raised to 1:11.76 by the Bureaucrats for their own advantage. Shredding the basic fiber of the Constitution of Indian Socialistic State, after implementation of 6th CPC   this ratio  stand raised to 1: 12.85 . Both for salaried employees & Pensioners. Which is much more than even the capitalist countries like America & Britain. This negative and socially regressive effects of the 6th Central Pay Commission has had the effect of worsening wealth and income inequality not only between pre-and post-2006 retirees, but even within pre-2006 retirees where in higher-ups got full parity in Pension.
