The All-India CPI-IW for December, 2014 remained stationary at 253 (two hundred and fifty three). On 1-month percentage change, it remained static between November, 2014 and December, 2014 when compared with the decrease of (-) 1.65 per cent between the same two months a year ago.

Base Year Revision of Consumer Price Index (CPI)

The Central Statistics Office (CSO) releases Consumer Price Indices (CPI) for Rural, Urban and Combined, at State/UTs and all India level, w.e.f. January 2011. The Base Year of this series of CPI is 2010=100 and weighting diagrams are based on the results of Consumer Expenditure Survey (CES) 2004-05.

2. Now the CSO is in the process of revising the Base Year from 2010=100 to 2012=100. The weighting diagrams have been prepared on the basis of the results of CES (2011-12). With this revision, the gap between Price Reference Year (Base Year) and the Weight Reference Year has been minimized. Apart from this, a number of methodological improvements have been introduced in the revised series, which are as follows:

The DoPT Minister informed in the Parliament as a written reply to a question to the subject above mentioned as follows…

As per Rule 56 of Fundamental Rules all Government servants are to retire on the last day of the month in which they attain the age of 60 years, subject to the exceptions mentioned therein. A copy of the relevant rule is annexed. Different age of retirement for certain categories has been fixed on functional requirements.

We thank you for inviting the central trade unions representing the working people in the country in both organized and unorganized sector for this pre-budget consultation.

In the previous pre-budget consultation meeting with you held on 6th June 2014, we urged upon you to please consider a directional change in the economic policy regime from that pursued during the previous government which, you have also admitted, had landed the country’s economy in a bad situation. In fact, we had articulated our views and proposals on that premise. But we like to submit candidly that our proposals did not receive a positive response and the economic policies followed the same trajectory and made situation worse for the mass of the people during the intervening period.

The Department has also started initiative called SANKALP for channelizing the experience and skill of Pensioners towards meaningful social activities.

4. JCM has proposed minimum wage for MTS (Skilled) Rs.26,000 p.m.

The instructions for grant of NFU as per 6th CPC for officers of Organized Group ‘A’ services have been issued in DOPT OM dated 24.04.2009. The terms & conditions for grant of NFU as laid down in Clause-7 of the Annexure to the above said 0.M., prescribe that pay fixation on grant of NFU under these orders will be done as per the provisions of CCS (RP) Rules, 2008 i.e. officers will be granted one increment at the rate of 3% of basic pay and the difference of grade pay will be added to their basic pay. As for the officers posted under the Central Staffing Scheme, they will be granted one increment on account of NFU, but their grade pay will remain unchanged as they are holding a tenure post with a specific grade pay under Central Staffing Scheme.

Declaration of Assets and Liabilities by public servants under section 44 of the Lokpal and Lokayuktas Act, 2013 — extension of last date for filing of revised returns by public servants who have filed property returns under the existing service rules – Clarification on filing of property returns in accordance with existing service rules for different categories of public servants.

Filing of property returns already extended the time limit from 31st December, 2014 to 30th April, 2015

In this regard, several queries are being received from various Ministries/Departments/cadre authorities, as to whether there is any need for public servants to file property returns under the relevant provisions of the existing service rules, as applicable to them, since they are now required to file information and annual returns under the provisions of the Lokpal and Lokayuktas Act, 2013.

NEW DELHI: The Supreme Court has ruled that there could be no quota for SC and ST employees for top posts in public sector banks but reservation for them was permissible in posts from scale-I till scale-VI.

A bench of J.Chelameswar and A.K.Sikri held that though there was no provision for reservation in promotion in banks for officers from scale-I onwards but an office memorandum issued by Department of Public Enterprises in November 2004 permitting quota up to scale-VI.

In view of some improvement in the talks, UFBU decided to defer the proposed Strike of 07th January 2015. During the negotiations on 07th, UFBU once again insisted on IBA for further improving its offer, to which IBA expressed that they want some more time for discussion amongst themselves. To our demand that negotiations be held at regular intervals for arriving at a settlement without further delay, IBA responded positively and indicated its intention to conclude the process by the end of February 2015.

More than 7 lakh employees across the country have launched a 5-day long strike from yesterday, protesting the Central Government’s decision to sell the company’s shares. This is expected to severely affect the electric power generation for the next few days.

The Central Government has decided to revamp the coal mine companies and sell the shares in the open market. Coal mine workers all over the country had announced a 5-day long strike, claiming that the decision was against the principles of nationalization. The striking workers had also presented their list of demands.

Expected DA for January 2015 – DA Hike Almost Decided..!

Until the 6th CPC, the Dearness Allowance didn’t increase by more than 1 or 2%. It was only after the 6th Pay Commission that it began to increase substantially. With the skyrocketing prices of essential commodities, Dearness Allowance too began to rise. Twice, it touched double digits. In July 2013 and Jan 2014, within 12 months the DA has leapt on to the 100%. We cannot forget that the each instalment gave 10%. Then, it slumped.

Dearness Allowance, which is given once every six months, is likely to be 6% hike from January 2015. This is 1% less than the previous hike of additional DA from July 2014. The total DA from Jan 2015 will become 113%.

As soon as the first instalment is confirmed, expectations will start growing about the second instalment, i.e., ‘Expected Da from July 2015‘. The second instalment of the year will cover the months between July and December 2015. This will be the last time that the DA hike will be calculated based on the method recommended by the 6th Pay Commission. DA of 2016 will be calculated based on the recommendations made by the 7th Pay Commission.

7th Pay Commission on DA Calculation..? Is there any possible to change in the method of calculation..?

First, we have to know about the calculation of Dearness Allowance…
Month Year /  CPI(IW) BY 2001=100 / Total / Average / App. DA / DA%
First is the month and year. Then the CPI (IW) Base Year 2001=100 and the relevant data. In the next column, you have the sum total of all the 12 months, i.e., the total of the declared AIPCIN numbers for the past 12 months. Next comes the division of the sum total by 12.

The next step is the most crucial one. You will have to find out by how much it exceeds 115.76. You will have to calculate the excess as percentage of 115.76.

Leave Travel Concession for Central Government employees is likely to be extended to cover trips to foreign countries too. Although these are unconfirmed reports, we are sharing the news reports that have appeared in leading English newspapers recently. 

Traveling abroad is a dream for most Indian families. The Centre’s attempts to fulfill this dream are worth appreciating. Although initially the scheme covers only four countries (Bhutan, Nepal, Maldives and Sri Lanka), traveling to a foreign country, with the expenses paid by the Government, is no small accomplishment. Traveling abroad with the entire family is bound to elevate the social status of the employee among his friends and relatives.

It has come to notice of this office that some Circles are giving SB allowance to those who have completed one year service and are working in SB / SC branch after qualifying the SB Aptitude Test and some Circles are interpreting it as if the eligibility to appear in the Aptitude Test is completion of one year service but the eligibility for getting SB Allowance is completion of five years service even if the Aptitude Test has been qualified after completion of one year of service and the official is working in the SB / SC Branch.

2 To clear the confusion of circles, the grant of SB allowance at prevailing rates approved by Ministry of Finance, Department of Economic Affairs, to those officials who have passed SB aptitude test after issue of SB Order dated 23.08.2011 with one year service condition and their services are utilized in SB/SC branch of Post Offices has been allowed.

This issues with the concurrence of JS & FA and with the approval of Secretary (Posts).
