Expected Date for Submission of 7th Pay Commission Report and its important recommendations – Sources

As the 7th pay Commission itself declared that the work of compilation and finalization of the report is underway, it is the time for expecting the date on which the report will be submitted after it is finalized. The stipulated time for submitting the report is 18 months from the date of notification issued. In a resolution dated 28th February, 2014, Government of India has appointed the Seventh Central Pay Commission comprising Justice Shri Ashok Kumar Mathur as Chairman, Shri Vivek Rae as full time Member, Dr. Ratin Roy as part time Member and Smt. Meena Agarwal as Secretary

The 7th pay commission has been given 18 months’ time from date of its constitution to make its recommendation. Hence the tentative date for submission of Report will be 30th August 2015.

The sources close to the 7th Pay Commission, on the condition of anonymity told that the 7th pay Commission Report is almost finalized and the Report is expected to be submitted on or before 14th August 2015. The Leaders representing one of the railway federations in the staff side also confirmed this news.

According to the Sources the important Points of the Pay Commission’s Recommendations are ..
1. There will be no running Pay band and Grade Pay System 
2. The uniform multiplication factor for arriving revised pay will be 2.86 
3. The Pay scales will be open ended to avoid stagnation in the scales 
4. The Minimum Pay will be Rs. 21000 
5. The CCA will be separated into two components as it was in the fifth CPC 
6. Percentage of HRA will remain same. 
7. The Criteria for retirement age will be either completion of 33 Years of service or at the age of 60 Years whichever is earlier. 
8. CGEGIS Insurance Coverage and Monthly premium will be increased 
9. Classification of Posts will be Modified 
10. The 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.
Further ,the sources told that the Committee of Secretaries will be appointed to study the report and analyze the financial implications upon implementation of 7th pay commission recommendation. An ally of NCJCM Staff Side told that the Staff Side also will be invited by the third week of September 2015 by this Committee before giving its final nod for approval for this Recommendation.

It appears that after three decades the Pay Commission recommendations will come into force on the first day of its due date. Retrospective effect will not be required for implementation of 7th Pay Commission recommendation, since the notification for implementation of 7th Pay Commission recommendations might be issued on or before 1.1.2016. So there will be no financial burden for government on spending for payment of Arrears to this effect.

It is indeed very good news for entire central and some State government employees community. There are expectations on its peak over 7th pay commission recommendation. Whether the 7th Pay Commission’s recommendation fulfill their expectations or not?. Let’s hope, by the time of next month, everything that is concealed will be brought to light and made known to all.

It is a good news for all Central Govt. employees that the CPC Report is almost finalized and the Report is expected to be submitted on or before 14th August 2015. One of the worst Point of the Pay Commission’s Recommendations is the Criteria for retirement age will be either completion of 33 Years of service or at the age of 60 Years whichever is earlier. The point seems to be a severe punishment for thousands of Central Government Employees who will be completed 33 years of continuous service during December 2015 although their age is only 57 to 59 years on 31st December 2015. It may be a big mistake on the part of the 7th CPC to submit such a recommendation to forfeit one's right to work upto 60 years.

The Committee of Secretaries to be appointed to study and analyze the 7th pay commission recommendation as well as JCM Staff Side who will also be invited by this Committee ought to put a serious thought about the above point before giving its final nod for approval for this Recommendation.

What about MACP Schme ? If retirement is justified on completion of 33 years of service, The Majority of Govt. Servant will be retired soon ? The Majority of work force will face problem if there will be no recruitment. And it will be a great administrative Problem as well as it may imply financial burden to Government also.

If it is implemented by the Govt.,young & talented people will get jobs in Govt sectors and also young people will work more than the old age people. In Health point of view it is very difficult to work after 33 years of service. In view of this above said points, Govt. should take necessary steps to implement this valuable recommendation of the pay commission at the earliest.

1.Retirement either on completion of 33 years service or attainment of 60 years age (whichever is earlier)is a welcomable aspect.By this way Young Educated Qualified & Un-employed will get a chance to prove his mettle and earn his dues to fulfill his family obligations.

This is very good news for all Central Govt. Employees. If it is implemented, unemployment problem will be solved. Most of the the talented young people will get Govt. jobs. And also young people will work more than the aged persons. Due to health and old age problem it is very difficult to work after 33 years service. So Govt should implement this valuable recommendation at the earliest.

IT IS A VERY VERY GOOD NEWS.OFFICERS in Public Sector Banks are enthusiastically waiting for the final outcome of 7th CPC. FOR, in their recent 10th BPS, under the combined flag of UFBU, they just got 2% of overall mere 15% growth for fixation of their NEW PAY SCALES. Even the DA merger was done by taking the then slabs' points of 01.11.2011 but not that of 01.11.2012 wherefrom this 10th BPS was due.But, arrears have not been given w.e.f. 01.11.2011. So, overall betrayal was felt by those subscribing Officer members. Money and Savings are important. Cash is the king. For better standard of living, Officers do need better Pay Scales and Allowances. Bank Officers in PSBs are demanding 4% SIMPLE INTEREST rate for their staff loans and Over Draft account so as to minimise the burden of Interest payment in servicing the taken Loans and Overdraft. CPI and AITUC which supported 43% to 47.05% growth given by some state government like TELANGANA & ANDHRA PRADESH for their Government Employees have not given same support for Officers in Public Sector Banks which they were demanding for 30% growth. These stunning double standards of CPI AND AITUC must be analysed and debated. Such sort of inadvertent approaches towards Central Government Employees should never happen. For that, and to avoid betrayal and disappointment, full ALERT is needed. Kindly be alert.

Very Much Disappointing. Those who have joined in central government service at the age of 21 years or so, have to retire at the age of 54 or 55. It's blow to all those joined central government organisation at early ages.

Employees unions should oppose this.

7PC also should think about the above category and need to be considerate.
The view of Shanker G is quite contrary to the modern concept of retirement age. In other countries with the advancement in the field of medical sciences, the retirement age has already been extended upto 65. In average, Employees at the age of 60-65 are quite healthy and active. However, keeping in view of the Unemployment problem in the country, the retirement age may not be extended further, but the present retirement age of 60 should not be disturbed so that lakhs of Central government employees may not be affected due to immature retirement.

If the Central Pay Commission has decided to recommend 33 years service as the retirement age, it is suggested that at least the cut off date should be kept at 31.03.2016.

Retirement Age for central government employees

It is overwhelming to see the comments received in response to my article posted on 15th July 2015 on the retirement age of Central Government Employees. In fact, the attention of all central government employees is on the 7th Pay commission which is going to be implemented on 1/1/2016, and the commission is expected to submit its recommendations to the government in the month of August, 2015.

When all this is happening on one side, there is an unknown sense of fear in the minds of the central government employees as some unconfirmed news seen in the websites stated that the criteria of retirement age of employees will be 33years of service or at the age of 60 years whichever is earlier which will adversely affect lakhs of employees and their families who have to repay: the housing loan installment applied with the desire of owning a house, the loan arranged for children's betterment, the money owed due to marriage expenses etc. considering their service period up to the age of 60.

When the retirement age is suddenly reduced, the consequences appear unthinkably terrifying and fatal to Lakhs of Central Government employees and their family members. It may be mentioned here that those employees who are in the service, will know their retirement age well before and so will make their future plans accordingly. Keeping in view of the above points the CPC may submit their Report after putting a serious thought on the retirement age to avoid a serious punishment to lakhs of Central Govt. Employees and their unfortunate family members.

THE RECOMMENDATION OF IMPLEMENTING RETIREMENT CRITERIA ' 33 YEARS OF SERVICE AND 60 YEARS OF AGE WHICHEVER IS EARLIER DOES NOT SUIT MOST OF THE EMPLOYEES AND AGAINST A GROUP OF EMPLOYEES WHO HAD JOINED SERVICE AT THE AGE OF 18 OR BEFORE ATTAINING AGE 27 YEARS. THOSE WHO HAVE JOINED GOVT JOB AT THE AGE OF 18 THEY WILL HAVE TO LEAVE JOB AT THE AGE OF 51 WHEN AN EMPLOYEES FEEL ENERGETIC AND SHOULDERS RESPONSIBILITIES OF HIS FAMILY.

Retirement criteria should be 33 years of service or 60 years of age whichever is earlier. It is a good decision of the committee and Govt. will definitely accept it because unemployed youths are not getting a temporary job but in the other side in the same country the Govt. employees are working for 36/38/40 years which is quite injustice. However, this criteria was also there in some of the state but the retirement age was not 60 years but 58 years.IT IS A VERY VERY PRUDENT DECISION OF THE PAY COMMISSION.

Actually before 1998 the retirement age was 58 years. 33 years of service is not a small tenure of service on the other hand the highly educated unemployed youth are not getting a temporary job. Hence, it is the duty of the Govt.to distribute the Govt. opportunity equally to all. One section is enjoying like anything and other section is not getting one meal per day. Hence,Govt.should accept the retirement criteria and provide job to the unemployed youth.

Retirement after 33 years of service : I would like to submit the following w.r.t 33 years of service/60 years of age
1. it is almost like receiving a sacking order, because employees who have completed 33 years of service will not know their fate until final approval of the pay commission recommendations. it may so happen that they know of this decision , which may render them jobless, just a few days before its implementation My dear friends , who are welcoming this decision, please imagine yourself in this situation. Even in private sector employees are given 3/6 months notice before their removal.
2. If this comes into effect Govt. will be doing gross injustice to one class of employees who join the organizations at a very young age , say 18 years with a ITI certificate , 19 years with a diploma certificate. Is it their sin to settle for a lower qualification so as to support their families from an young age.
3. Govt. will actually continue to employ older people , who can not contribute to the organization as per the opinion of some people, and showing the doors to younger lot ( person who joined at 19 will be retiring at 52 years, person who joint at 27 yrs will be continuing upto 60 years).Also that there is no rationale in the argument that one can not contribute after putting up a service of 33 years. If this is true how our political leaders are able to contribute / serve the country without any service limit/age limit?
4. Retirement should be based on the fixed age not on the number of years of service putup.

Forcing the horses galloping hard to cool their heels after 33 years is the most commendable and welcome decision of the Central Government. Let the old horses take rest now not because they are tired and exhausted but because the new breed is burstling to touch the skies of success. Let the command of the nation shift from old and dead wood to the young, energetic and bubbling youth who will have no dearth of talent, energy and enthusiasm to mould the future of the nation. In the competitive modern world new stallions are required to with independent thought process who are not fettered with the old ideals and orthodox thoughts. I am for this welcome change.

the restriction of 33 years of service or 60 years of service whichever is earlier for retirement, will adversely affect lakhs of employees who have to repay the housing loan installment, loans for children education and marriage expenses etc. considering their service period upto the age of 60. some people have joined services on compassionate grounds at the age of 18-19, those people will have to retire at the age of 51-52.... Government has to consider this aspect also. people can bear the loss of two years if the retirement age reduced to 58 instead of 5-6 years of loss due to attainment of 33 years of service at the age of 51-53.

Just Think About It which i am going to say ... A person who joined central government job at early age in 1987 with ITI CERIFICATE with 6 years more left, having some plans related to his/her family future like owning house, childrens marriage etc etc with money they get at time of retirement. Now suppose if this rule of 60 years or 33 years of service comes ,many person working under central govn. lifes get ruined.Because their plans can't fulfilled with not enough money . I know this decision will benefit new talent to come up with new jobs but on the other side it ruins the life of various loyal servicemen who are doing thier duty efficiently. I think a person can work efficiently till 60's. Moreover thisRule Can't be implemented just like a click on this 7th pay commission.If they are planning to implement it a condition is made with this like " who joins the central govn sector after a decided year back 10 years" just same like NPS rule.

And nw a days, still a lot of vaccancies in govt sectors are not filled.,if tge employee retired sooner, then lakhs of vaccancy will be seen... its a punishment for evryone...

I would like to raise one point..The government was elected to generate employment i.e. explore new avenues and form strategies of increasing the number of jobs..and not snatch the job of one employee and give it to another..This is gross discrimination..If this recommendation is given a green flag..this will only show the inefficiency of the committee..this is not a solution.

It is a very nice proposal but should be implemented for new one employees not for the person of age more then 50, coz the employee more then 50 have lots of responsibility towards there family if a person is serving to a company then the company should also serve a little bit to the person
New young age person are unemployed and they can also do hard work in this age but think about then employee above 50 how will they manage there requirements they cant work hard in this age its sever punishment
My point is apply this proposal but not to the person above 50 let them do there job

The retirement after the completion of 33 years or at the completion of 60 years of age is not a good recommendation at all, keeping in view that more than 30% posts in almost every govt. organization are vacant, and also it will create a lot of problems for many of the govt. servants who have completed 33 years of service, but haven't made any future plan thinking that they will retire at 60 yrs.

However, this may be implemented for the govt. servants who have joined the service after the year 2000, as they would have still enough years of service left. But, I would recommend it to increase to at least 35 years of completion of service, not 33 years. 33 years is too less.

My father joined at the age of 18 years in the govt service, and so I ask the govt. why the hell you recruited him at that early age ??? Shit this govt. I am currently also in govt service, but still my salary is one third of my father's, so how the hell I am going to manage the house, do all the rest needful works, as we have not planned for this shit of this shit govt. I am regretting voting for this BJP led govt.

I hope, the govt. would not approve this, or else I am sure this is for the last time BJP would be in power, and of course there will be a lot of strikes & protests, I am sure of that. The govt. itself will suffer.

The younger generation would have zero experience in any of the govt. sector, and believe me, without some help from some old experienced person, its just not possible to work in any govt. office, no matter how much qualification you have got.

By the way, why the hell this shit govt. is not filling up the 30% vacancies left in the govt. sector OR reduce the age back to 58 years. Simple as that. This 33 years of retirement or at 60 years will only benefit the higher class of govt. servants, the exact opposite India currently need. The higher class should get retired at 51 or 52 years of service, as they can get recruited elsewhere, not the lower class, who won't find anything, if they get retirement. Did we voted this BJP to see this day. I am never voting BJP again, if somehow they would manage to approve this, but I wish & hope & have faith & trust that they wouldn't.

Please govt., reconsider the stupid proposals of this stupid 7th Pay CPC.
I hope the govt disapprove/cancel the retirement at 33 years completion or at the age of 60 years, whichever is earlier.

well this is one of the worst decision that i have ever read..destroying lakhs n lakhs families problem by early retirement..retirement correct age should be 60 years..i hope this proposal reject soon otherwise lakhs of central employees face problem like repayment of loan children marriages house loans and many more..and it will like partiality for those employees..

Putting a cap of 33 years on service will be the worst decision of this Government. It will be a anti poor policy. It is generally the poor class who are forced to join Govt. Jobs at small posts of LDC etc.at young ages of 18 or 19. The riches continues with more studies to join at better positions. With shear hard work after putting in 20 30 years of service the poor rise to a little but comfortable position as mid level supervisory posts hoping to give their children better education. Suddenly showing them the doors will jeopardise their as well as their Children's lives. Govt. should find ways to create more jobs and also fill the vacant jobs. Snatching someones job to give to a new one is no way to reduce unemployment. It will tentamount to order a killing of certain population to promote the more able one in the Hitler's way. Are we living in a Democrary or a Demoncracy is being created in India.

33 years of service is very good decision. Especially in Bsnl where most of the divisional engineer/sde are getting salaries in thousands and not even qualified and are burden on bsnl. If this decision is implemented then bsnl will come in profit by the end of dec 2016

I AM TRYING TO FIND THE RECOMMENDATIONS OF VII PAY COMMISSION IN CASE OF DOCTORS WHO RETIRE AT 65 YEARS BUT ARE REAPPOINTED AS TEACHING FACULTY IN GOVT INSTITUTIONS.
