4 Months Extension to 7th Pay Commission – Employees Disappointed

With the 18 months time given to the 7th Pay Commission to submit its report coming to an end in August, the Government has given an extension of another four months. The government says that the extension was given because the commission had asked for it. Many are not ready to believe that the 7th Pay Commission, which was almost ready to submit its report, had suddenly requested for an extension. They wonder what the necessity was for this extra time.

Two months ago, on July 24, 2015, the 7th Pay Commission had, on its official website, voluntarily said that work is on and it will be completed well within schedule. Even until the second week of August, there were no indications from the members of the 7th Pay Commission that they would require an extension. In these circumstances, the fact that the 7th Pay Commission has suddenly requested for additional time has caught many by surprise.

Even on 7.8.2015, NC Staff Side Secretary Shri. Shiva Gopal Mishra informed after meeting with 7th Pay Commission that one month may be delayed to submit the report to Govt. And consecutive news from various media, including PTI had published that the chariman of 7th CPC Justice Ashok Mathur assured to submit the report by the end of September.

After two rounds of discussion between the Group of Ministers and the central trade unions on the 12-point charter of demands of the trade unions held on 26th and 27th August 2015, the GoM headed by Finance Minister, Shri Arun Jaitley sent an appeal through the press release dated 27-08-2015 (Press Information Bureau) after 10 pm urging upon the trade unions to reconsider the call for countrywide general strike on 2nd September 2015 claiming that the Govt has given concrete assurance to consider most of the demands of the trade unions and that the trade unions agreed to consider the Govt’s proposals. Similar appeal was also made in the meeting of 27th August. Both the claims of the Govt are totally incorrect.

The undersigned is directed to say that several references have been received in this Department from Ministries/Departments seeking advice as to whether the pay of the senior PAs can be stepped up at par with that of their junior Shri Jai Bhagwan, PA of Department Commerce (Supply Division) (now in Ministry of Information & Broadcasting). It has also come to the notice of this Department that many Ministries/Departments have already granted stepping up of pay to their PAs at par with the pay of Shri Jai Bhagwan.

Cabinet Agrees to Give 4 Months Extension to 7th Pay Commission

“The cabinet has consented to give four more months for the 7th Pay Commission to submit its report.”

Following the request from the 7th Central Pay Commission, the cabinet has given an additional four months’ grace time, according to a government release.

The 7th Pay Commission was constituted on 28.02.2014 by the centre. The 18 months’ time given to the Commission ends today. The Commission has stated that there is excess of pending workload to prepare final report and that they want to intensive consultation with stakeholders. Hence, the cabinet gave a nod to extend the time until December for the Commission to carry out its work.

As a result of this new development, the Commission will submit its report in January 2016.

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015.

The 7th Central Pay Commission was constituted by the Central Government on 28.2.2014. According to the Resolution dated 28.2.2014, by which the Commission was constituted, it is to make its recommendations within 18 months of the date of its constitution that is by 27th August, 2015.

Special Counters to file I-T Returns; for the next 5 days at Income Tax Office

“Special counters have been opened at Chennai’s Income Tax Office in order to handle the last minute rush. These counters will function for the next five days starting August 27”.

Special counters to file Income Tax returns already opened in New Delhi being open including Saturdays and Sundays. Now, special counters have been opened at the Income tax office in Chennai Nungambakkam to enable the general public to file their tax returns.

These counters will start functioning from Thursday (August 27), until August 31. Taxpayers within the limits of Chennai can file the tax returns between 9.30 AM to 5.30 PM on all days, including Saturdays and Sundays. Those with taxable incomes of less than Rs.5 lakhs per annum and pensioners can file their returns.

Online method of paying taxes : Those within the limits of Tambaram can file their tax returns at the Tambaram Income Tax Office. Details and information regarding the office at which the returns have to be filed are available on www.incometax.gov.in. Taxpayers must provide details including PAN Card number, bank account number, IFSC Code and their mobile phone numbers.

Those with income over Rs.5 lakhs and those seeing refunds shall necessarily file the returns online for the Financial Years 2014-15 and 2015-16.

The Allahabad High Court has issued strict orders that the children of government employees should study only at government schools.

A Public Interest Litigation was filed at the Allahabad High Court stating that in Uttar Pradesh, led by its Samajwadi party Chief Minister Akhilesh Yadav, the government-run schools do not have sufficient teachers. The officials were not taking any steps to improve the standard of education in these schools and infrastructure was poor.

It has been brought to the notice of the Directorate of Estates that there have been occasions when allotment sections have faced difficulties, after introduction of Automated System of Allotment, on coverage of date of priority for a house in a particular type of accommodation in an area/locality while regularization of general pool residential accommodation or during conversion of three times of licence fee into normal licence fee in out of turn allotment cases etc. Before introduction of Automated System of Allotment waiting lists were prepared area/locality-wise. However, after introduction of Automated System of Allotment, the unified waiting lists are now prepared house-wise in each area/locality which keeps on changing with each bidding cycle. This- results into complexities in calculation of date of priority.

The last episode of “Expected DA from July 2015” is almost confirmed to hike by 6% and the official announcement is expected in the second week of next month.

‘The government usually announces additional dearness allowance for Central staff twice in a year from January and July, based on the price-fluctuation data of the previous six months.’

Central Government employees are currently being given a Dearness Allowance of 113%. With 6% DA almost conclusively assured from July 2015 onwards, official announcement is expected to be made during the cabinet meeting in the second week of next month. As soon as cabinet gives its nod, DA will be issued at 119% for the six months starting July 2015, up to December 2015.

There is no proposal to set up separate Central Government Health Scheme (CGHS) Out-Patient Department (OPD) centres for orthopaedics and paediatrics in all the Central Government Hospitals.

“All the Economists and Analysts, and not just in India, is discussing the 7th Pay Commission.”

Last week, Neelkanth Mishra of Credit Suisse said that there are chances of 40% increase in salary. He also remarked that post-7th Pay Commission, the financial status of Central Government employees will grow high enough to afford a car.

Yesterday, an article in the International Business Times analyzed the role of the Pay Commission in the economic development of India. The article had expressed an estimate on how substantial the hike in salaries would be following the 7th Pay Commission recommendations. Bank of America has estimated a 15% hike in the salary; Religare fixes the hike at between 28 to 30%, and Credit Suisse has marked it as 40%.

“Central Civil Service (Pension) Rules, 1972 on 29.8.2014 that in the absence of records of verification of service, the retiring Government servant may submit a written statement on plain paper stating that he had in fact rendered service for that period, and shall, at the foot of the statement, make and subscribe to a declaration as to the truth of that statement. The Head of Office shall, after taking into consideration the facts in the written statement admit that portion of service as having been rendered for the purpose of calculating the pension of that Government servant”.

For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

The undersigned is directed to refer to this Department’s Office Memorandum of even number dated May 20, 2015 on the subject mentioned above wherein all Ministries/Departments were requested to ensure that the service books of all employees have an entry of the employees’ Aadhaar number and sought compliance report. The information from most of the Ministries/Departments has not yet been received by this Department so far.

It is well known that Multiplication Factor 1.86 was being used by the 6th Pay Commission to calculate the new revised basic pay. The 6th Pay Commission had initially suggested 1.74, but it was later modified to 1.86.

The Multiplication Factor was arrived at by adding dearness allowance percentage to the basic pay with a simple methodology. The 6th Pay Commission also brought in a new concept called the Grade Pay. So, the basic pay diveded into two segments, which are called as Band Pay and Grade Pay.

OROP protests likely to intensify

“UFESM is not ready to believe the assurances given by all the forces that constitute the power at the Centre that the scheme would be implemented.”

This is because such assurances have been given for a number of years by a number of parties and nothing had happened. Therefore, this time, the UFESM is not ready to bow down.

Either the plan has to be announced, or the Prime Minister has to announce the date on which the plan will be implemented. Else, as per the current scenario, the protests are going to intensify.

In more than 60 cities across the country, protests are being held demanding the implementation of the OROP scheme. Ex-servicemen from all over the country are arriving in New Delhi to participate in the relay fast protest that is being conducted at Jantar Mantar.

Subject : Clarification on simplification of procedure for payment of pension and other benefits to AIS officers retiring from Govt of India/State Govt : exercise of option regarding.

The undersigned is directed to refer to this Departments Order No.25014/2/2002- AIS-II dated 11th April, 2007 wherein measures for simplification of payment of pension and other retirement benefits to All India Services officers retiring/retired from Government of India/State Government have been revised and the Government of India had taken over the entire pension liability of all the All India Service officers. Besides, all retiring All India
Service officers either from the Central Government or State Government uniformly have the option of drawl of their pension through Government of India or through the State Government. However, in the aforesaid order dated 11th April, 2007, the issue of revocation of their earlier option for drawl of pension exercised by the All India Service pensioners was silent.

Sub:- Revision of pension of pre-2006 pensioners – reg.

The undersigned is directed to say that as per Para 4.2 of this Department’s OM of even number dated 1.9.2008 relating to revision of pension of pre-2006 pensioners w.e.f. 1.1.2006, the revised pension w.e.f. 1.1.2006, in no case, shall be lower than 50% of the sum of the minimum of pay in the pay band and the grade pay thereon corresponding to the prerevised pay scale from which the pensioner had retired. A clarification was issued vide DoP&PW OM of even number dated 3.10.2008 that the pension calculated at 50% of the minimum of pay in the pay band plus grade pay would be calculated at the minimum of the pay in the pay band (irrespective of the pre-revised scale of pay) plus the grade pay corresponding to the pre-revised pay scale.

"The wages of public sector bank employees are revised once every five years. The recent 10th Bipartite wage agreement gave them an increase of 15%."

United Forum of Bank Unions (UFBU) had initially put forth a demand of 21% wage hike. It was only after an extensive series of negotiations that the Indian Bank Association agreed to settle for 15%.

For Central Government Employees, once every ten years, a high level committee is constituted by Central Government to revise the pay and allowances. The commission will examine pay structure, concessions and facilities/benefits as well as retirement benefits of Central Staff based on Terms of reference given to them. The Commission has to  submit its recommendations within 18 months of the date of its constitution.

All the employees' Trade unions, Associations and Federations are given a chance to meet the committee and present their demands and expectations in the form of memorandums. All these stages have been completed. The pay commission is expected to submit its report to the central government this month. 

The prime question which comes naturally in every one's mind is - how much increase the Central Government employees will get?
