Today, in the meeting held in the office of NC/JCM(Staff Side), 13-C, Ferozshah Road, New Delhi, it has been decided that, all the constituents of NJCA shall give direction to their affiliates to hold massive demonstrations, bearing black badges, on 27th November, 2015, against the following retrograde recommendations of the VII CPC

Today, in the meeting held in the office of NC/JCM(Staff Side), 13-C, Ferozshah Road, New Delhi, it has been decided that, all the constituents of NJCA shall give direction to their affiliates to hold massive demonstrations, bearing black badges, on 27th November, 2015, against the following retrograde recommendations of the VII CPC.


Against the demand of the Staff Side, National Council(JCM) for Minimum Wage Rs.26,000, the VII CPC has recommended Rs.18,000, thereby widening the gap between Minimum and Maximum Wage as 1:13.8 while our demand was to keep this ratio not more 1:8.

The present rate of HRA, i.e. 30%, 20% and 10% has been reduced to 24%, 16% and 8% respectively.

The number of interest-free advance, like Festival Advance, etc. have been recommended to be stopped.

Instead of removing the existing anomalies in the MACPS, the Pay Commission has introduced examination for granting MACP benefit.

The Pay Commission has also refused to make any recommendation against the NPS.

In case of Child Care Leave for women employees, leave wage shall be reduced to 80% for second spell of 365 days CCL.

All of you are requested to comply with the aforementioned decision of the NJCA, and the report of the same should be sent to NJCA Headquarters Office, i.e. 4 State Entry Road, New Delhi.

PROTEST REQUIRED NOT ONLY THESE ISSUE BUT ALSO FOR THE FOLLOWING:
1. PAY PARITY NOT RECOMMENDED FOR SAME CATEGORY OF STAFF VIZ LDC/UDC OF CSS/CSCS WITH OTHER (EVEN AFTER RECOMMENDATION OF CONCERNED MINISTRY).
2. ABOLITION OF VARIOUS ALLOWANCES.
3. NON-INCREASING THE RATES OF TRANSPORTATION ALLOWANCES.
4. TRANSFER GRAND RECOMMENDED 80% INSTEAD OF 100% OF PAY.
5. INTRODUCING RISK & HARDSHIP ALLOWANCE BUT RECOMMENDED AS NOT ADMISSIBLE WITH SPECIAL DUTY ALLOWANCE (12.50% UPTO 6TH. CPC).
6. DECREASING THE RATE OF SPECIAL DUTY ALLOWANCE AS 10% FROM 12.50%.

I LIKE TO ATTENTION SPECIALLY FOR SL. NO.1. ABOVE. A MONTH OR TWO BEFORE, DOPT HAS GRANT NFSG GRADE PAY RS. 4,200.00 IN FAVOUR OF UDCs OF CSS/CSCS CADRES. FOR OTHER DEPARTMENTAL UDCs THIS FACILY IS A "DAY-DREAM"! WHY THIS TYPE OF STEP-MOTHER BEHAVIOUR?
WHY NC JCM CANNOT PROTEST FOR THESE ISSUE?

Given the kind of objections of the employee federations, it seems the commission has done a good job and there are no major concerns. The issues raised are not so serious for the government to not to consider. Employees on their part should not fall prey to propaganda of the vested interest and join the protest for the sake of protest.

sir please put Non practicing allowance for doctors also under negotiation as it also been reduced to 20% from 25% of basic as well as not counted for the calculation of HRA as it was in sixth pay commission.

Negotiate for

either enhance it to 30% minimum and consider it for all calculation as it was in sixth pay commission or stop it and let medical officers set free beyond their office hours to do privet practice (as non practicing allowance paid to doctors in govt. duty for not doing any kind of privet practice) which ultimately will reduce the financial burden on govt as well as also push the over all delivery of health services due to increased availability of doctors to the all kind of population.
this will also lead a govt. medical officer to be more competent by equipping and advancing himself with more training and knowledge to stay and survive in the privet practice battle ground, which also will enhance the utilization of govt health machinery for better health services delivery.

Confusing report on restoration of MACP on promotional hierarchy. As per para 11.52.44, Research Assistants of Town and Country Planning Commission, who are in GP 4600 have requested for grant of pay on promotional hierarchical basis, under MACP, to enable them to obtain the benefit of financial upgradation at GP 5400 (PB 3), which is the next promotional hierarchical level. As per para 11.52.45, the MACP will have common applicability and exception for the post of Research Assistant is not feasible. Does this mean that MACP on promotional hierarchy is not recommended. Somebody may please clarify. If so all need to unite and fight for MACP on promotional hierarchy.

GS: There is no career progression. No promotion. only financial compensation of abt. Rs. 2000/-. the joke is even for that you shd write an exam and wait for your superior to give you "V. Good' CONFIDENTIAL REPORT (which is not in vogue in many STates in India and in the world.) Are we living or working under British India?
We need a pay and anomalies commission exclusively for \Gr. B & C officers of the Govt. The Gr. A officers never give or allow any fair growth of people below.
ALL THIS WHILE WE TALK OF AN INCLUSIVE GROWTH! BUT THE MAJORITY OF EMPLOYEES ARE DENIED EVEN A CHANCE OF GROWTH. OFFICERS BELOW GR. A ARE TREATED AS OUTCASTE AND UNTOUCHABLE AND NOT ELIGIBLE TO BE A 'DECISION MAKER' BECAUSE THEY ARE 'BORN'(JOINED) IN THE LOWER SEGMENT OF THE CADRE!

Hopeless pay commission recommendations, this is not even a peanut for us government loyals....pay commission is just playing with us and our sentiments.... Every kind of stricknes with us and at time of fruits after 10 yes they give us "jhunjhuna".....acche din aanewale hai ... Per aaenge nahi friends..:(

Much awaited pay commission report is not a bonanza to the lower grade employees. The disparity between lower level and upper level has been increased many folds. The whole govt exchequer will go to the higher echelons ‘silver spoon’ groups only. Class discrimination and inequality in every field is the main reason why our nation still stands where it was seventy years back. some of the examples for gross injustice are given below.
(a) HQ Assistants have been down graded.
(b) Section Officers have not been given their legitimate due of 5400 Grade Pay equivalent pay level.
(c) Problem related career prospects have been neglected.
(d) The report is biased as the commission did not shy away in protecting the interest of supreme court employees.
If the report is to be termed as fair and impartial, it is to be implemented with the following modifications:
(i) MTS are to be placed at level 3, LDCs at level 4, and so on.
(ii) Assistants are to be placed at level 8 and SOs at level 9.
(iii) level 10 is to be abolished and an intermediate level is to be created in between level 12 and 13.
(iv) Pay of Secretary is to be brought down to 1.8 lac and Cabinet Secretary to 2 lac.
(v) Pay of regulatory bodies to be brought down to 3 lac.
(vi) Provision for encashment of HPL.
(vii) Do away of medical certificate for commuted leave.
(viii) Restoration of 'good' bench mark for macp/promotion/nfsg upto US.
(ix) Restoration of Medical advance and LTC advance.
(x) 70% DA neutralisation to Gp A service.
