Notification for Implementation of OROP Issued
The Government today issued the notification regarding implementation of ‘One Rank One Pension’ in respect of Defence Forces personnel.
Defence Forces of India have a rich history and tradition of bravery and gallantry. Defence forces have not only defend our borders with exemplary courage and valour but have also performed with fearless attitude and empathy in natural calamities and other trying circumstances. Government of India recognizes and respects their contribution.
The issue of One Rank One Pension was a long standing demand. Defence Forces had been demanding it for almost four decades but the issue could not be resolved. However, Prime Minister Shri Narendra Modi had made a commitment to implement it for the welfare of the ex-servicemen. Accordingly the Government had announced modalities for implementation of OROP on 05.09.2015. The Government Order by Ministry of Defence, which could not be issued due to model code of conduct, has been issued today.
Salient features of the OROP as stated in the Order are as follows:
I. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.7.2014.
II. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retiring in 2013 in the same rank and with the same length of service.
III. Pension for those drawing above the average shall be protected.
IV. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners, including those in receipt of Special/Liberalized family pensioners, and Gallantry award winners shall be paid arrears in one instalment.
V. In future, the pension would be re-fixed every 5 years.
4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b),13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.
5. The Govt. has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its report in six months.
6. Detailed instructions along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.
The previous Government had made a budget announcement to implement the OROP and made a provision of Rs 500 Crore. The present Government undertook the task earnestly and realized that the actual additional annual expenditure would be eight to ten thousand crore at present and will increase further in future. Notwithstanding the financial constraints, true to its commitment the present Government has issued the Government order to implement the OROP in true spirit.

सरकार द्वारा जारी की गई अधिसूचना के अनुसार, OROP 1 जुलाई, 2014 से ही प्रभावी होगा, जिसके तहत सैनिकों को 4 बार 6-6 महीने में एरियल दिया जाएगा, यानि बकाया रकम चार किस्तों में दी जाएगी, हालांकि सभी विधवाओं को यह राशि एक ही किस्त में मिलेगी।
खास बात यह है कि पेंशन की राशि हर 5 साल पर फिर से तय की जाएगी, साथ ही वैसे स्वैच्छिक सेवानिवृति लेने वाले रक्षाकर्मियों को भी यह योजना का लाभ दिया जाएगा।
जिसके साथ सरकारी खजाने पर करीब 8,000 से लेकर 10,000 करोड़ तक का खर्च आएगा, बकाए के भुगतान पर करीब 10,000 से लेकर 12,000 करोड़ रुपये तक खर्च होंगे। हालांकि कल सरकार ने योजना के लागू करने की घोषणा कर दी थी और आज इसे लागू कर दिया गया। 42 साल फोजियो ने पहाड़ खोदा निकला क्या चूहा वो भी मरा हुआ
Technical Airmen are either a civil diploma holder or 10+2 in Science. After training, they become equivalent to a civil diploma engineer but the reason is unknown why they are placed in the lowest pay band (5200-20200). The civil diploma engineers are directly placed in PB-2. Can’t the technical airmen demand pay parity with their civil counterpart?
Further, a civil diploma engineer starts getting degree engineer’s scale in 10 to 12 years, after getting promoted to an Asst Engineer or an engineer, but for a Technical Airman, even to get a diploma engineer’s scale, he has to complete a minimum of 13 years of service, clears all the relevant exams and becomes a SGT, but does he get the diploma engineer’s scale then also? You will be astonished to know the fact.
In 5th Pay Commission: Civil diploma engineer: 5000-150-8000 / Pay of technical SGT: 5000-100-6500 (Reason?)
In 6th Pay Commission: Civil diploma engineer: 9300-34800 with a grade pay of 4200 Rs. / Pay of Technical SGT (shocking but true) 5200-20200 with a Grade pay of 2800 Rs. only. How this degradation has taken place? In which service you will find a diploma qualified person to remain in the lowest pay band for twenty years? For how long this exploitation will go on? Is it difficult to imagine the morale of the technical airmen in the Indian Air Force? Will they like to stay in service after completing their initial bonds? What else the Airmen can expect from an organization, where the highest rank of the Airman draws less pay than a newly inducted commissioned officer. Show me a civil department, where even a clerical cadre post after getting a minimum of five promotions and on reaching his superannuation, will draw less pay than the lowest rank of a class I gazetted officer. It happens only in Indian Armed Forces.
Another wonder pay is Military Service Pay. What does that pay means? Commissioned officers 15500/-, military nursing officers 10800/- and the ranks, placed below the commissioned officers, only 5200/-? The subordinate ranks, including the JCOs, SGTs are less military than the military nursing officers? How a non combatant staff will draw more MSP than the Combatant Personnel? If the logic of this pay is related to the status and military ranks, then why this pay is waived off for the higher ranking officials? I think had there been an IAS/IPS officer sitting above our head, these types of injustice would not have meted out to us.
During pre-independence British era, we had whites and the Indians and now we have the officers and the men. In a free and independent country, as citizens of this democratic country, can’t we expect that the politicians and bureaucrats to ever think for us and give justice? If they can’t then I can relish that there is no law to reduce the acquired basic pay.
(a) My discharge book says, I am released from the Air Force after completing my initial bond. That means, although I am drawing a government pension, I was on a contractual job, not a permanent job. (Long sigh!)
(b) Being recruited as a diploma qualified person, I was called a ‘Fitter’ in the Indian Air Force.
(c) I was an OR in the service and after the retirement also facing the same discrimination whenever I visit to a CSD canteen or an ECHS polyclinic. Still I am recognised as an OR in those places.
(d) I served in the Indian Air Force for twenty years as a group ‘X’ technical airman (equivalent to a diploma engineer) and thereby did the servicing, maintenance and repair of two modern aircrafts but enjoyed the restriction to remain in the lowest pay band throughout my career. Now, I am drawing very less pension accordingly.
(e) I am now thinking that was it difficult for me even to get a clerical job, in which I could have reached to the Pay band 3 or pay band 4 in due course, whereas the highest rank of an airmen also can’t reach in pay band 3.
(f) I am now cursing me for spoiling my life by taking the decision of joining in the Indian Air Force as a technical Airman.
(g) I am not thinking of OROP or Pay Commission because nothing is going to benefit me unless the pay anomalies of the technical airmen are removed as early as possible.

You also should know that there is no chance for a diploma qualified technical airman to reach in Pay Band 3 even after superannuation service also. The funniest thing is, the moment a technical SGT leaves the Air Force after completing the initial bond of 20 years and thereafter joins in a civil department with the same qualification, he is straightway, put in Pay Band 2. What he couldn’t achieve in 20 years now gets from the joining day onwards and can reach to pay band 3 in 10 to 12 years. In which service you can show these types of injustice and exploitation? What else the Airmen can expect from an organization, where the highest rank of the Airman draws less pay than a newly inducted commissioned officer. Show me a civil department, where even a clerical cadre post after getting a minimum of five promotions and on reaching his superannuation, will draw less pay than the lowest rank of a class I gazetted officer.
