Seventh Pay Commission to submit report on November 19 (Tomorrow 19.30 Hrs.)

“Once every ten years, the salaries and perks of Central Government employees are completely revised. The previous revision was implemented on 01.01.2006. The new set of salaries and benefits will come into effect from 01.01.2016 onwards.”

The 7th Pay Commission, under the chairmanship of Justice A.K.Mathur, will submit its 900-page report to the centre tomorrow at 19.30 Hrs.

A review of the 7th Central Pay Commission :-

25.09.2013 – P. Chidambaram, the then Minister of Finance, made headlines when he announced the proposal to constitute the 7th Pay Commission.

04.02.2014 – The then Prime Minister, Manmohan Singh gave approval for constituting the 7th Pay Commission. Under the chairmanship of Justice A.K.Mathur, a four-member Pay Commission committee was formed (1. Justice Ashok Kumar Mathur, Chairman; 2. Vivek Rae, Member; 3. Dr. Rathin Roy, Member; and 4. Mrs. Meena Agarwal, Secretary).

28.02.2014 – The Terms of Reference were issued to the Pay Commission, with the approval of the cabinet.

The Pay Commission was given 18 months time to complete its work. This time around, the commission managed to effectively complete its task, almost on time.

The Pay Commission visited various places in the country to personally inspect the work conditions and gather feedback from the workers associations and representatives.

Opinions were invited from all, and not just the NC JCM Staff Side, Confederations and major employees unions and associations.

The Pay Commission hosted its own website where it regularly updated its progress.

In a section called “Questionnaire,” the commission asked questions to the visitors and gathered online feedback from them.

24.06.2014 – the NC JCM Staff Side presented a Memorandum to the Pay Commission, containing the suggestions and proposed pay structure of nearly 45 lakh employees and also such demands for 50 lakh pensioners.

25.06.2015 – The Pay Commission made an important announcement on its website. It said that task on the report will end very soon and it will be submitted to the government on time.

The report, which was supposed to be submitted in August, was delayed when the Pay Commission, on 27.08.2015, asked for an extension of four months to complete its report.

The OROP protests and Bihar polls are believed to be the reasons for submitting the report much ahead of December. Initially, the Pay Commission was expected to submit its report on November 20 or 23. But, PTI announced yesterday that the report will be submitted on November 19.

And Today the official website of 7th CPC also published the date and time of submission of its report to the Central Government.

Experts and various sources expect 15 to 20 percent hike in the salaries. But, none has explained the basis on which the numbers were arrived at.

The employees are not just curious about the salary hikes. They are interested in other aspects, including Promotions, Retirement Age, DA merger, Increment, Grade Pay, HRA, Bonus, LTC, and the removal of certain pay anomalies of the 6th Pay Commission are some of the expectations.

By evening tomorrow, we will have most of the answers. Let’s all wait!

15% Hike is negligible. AP and Telangana state Government employees got 43% hike that too their pay revision once in 5years.Central Government employees deserve 86% hike as their pay revision is once in 10 years. G SHANKAR GOUD ADILABAD

Hello Mr. Shankar Goud 86% hike too much. In my childhood I learnt that " Too much is very Bad". 15 % news absolutely correct. However atleast 20% to 25 % is necessary as of now.

I agree with the opinion of above official, Most of the state govt pay revision done in every 5 years with the minimum fitment 20% to 30% and its count in 10 years 50% to 60% . Now 7 CPC pay hike only 15% is toooo bad. we fight/expect for more than 60% fitment along with 4 upgradations for every 8 years of service in the promotion hierarchy.

After all the expectations, just 15% hike will be like cheating the employees of their eligible increase in pay... This will definitely adversly effect the image of Mr. Modi and BJP..... I am a proud member of BJP... But like lakhs of central govt employees, may rethink about that membership in an anti employees party...

This Govt always trying to represent itself different from the previous Govt, but practitically failed and has no idea of vision India. They understand nothing but big talks.. on the media! People's expectations are rested on cess to make more difficult one to live.. they have no idea of taking advantage of reduced crude oil price? Market price is soaring high and high but they feel that they are doing well! We commoners are very fool and backing them! They take subcidised food , free phone, free electricity, free air travel ... and so many like free traffic, free protection for wrong doings.. never asked them to stay away and leave the facility! Definitely track me and case will be framed!

It will be same as 5 th pay commission as NDA rein was there. Same this time also. Do not expect from Modi any more..
the difference in between salaries of class-III eg sr assistants and class-I and above officers is and will be in lakhs, why? but i think they /class-III do more struggle.. sorry ifi say smth rong///...
the diffrens in salariz of class 3 and class-i,/above is and will be in LAKHS why? dont they struggle?

There are various news makers spreading imaginary figures regarding pay hike in 7th CPC. But these 15% to 25% are never suits to the present market values. If at all this news is true, then it proves that the government dictated this percentage to the 7th Pay Com. and it conceded.... Before 6th CPC also this type of figures running across the country... finally outcome of 6th CPC was in a different way... Let's wait and hope for the best....

What ever is the benefit out of 7th CPC, last momeent we r helpless, but the report should be anomaly free and all the anomalies out of 6th cpc should be resolved and also those who have lost one increment who rtd on 30th June should get their increment with the date they rtd. Chandran

Dal rates are more than chicken rates..petrol is amongst one of the highest in the world..70rs even barell is 45 $.except doing favours to market foeces, this govt doing nothing..if 15% hike is correct, then this will be their last rule..

Hi buddies that sounds very cheaper then the other pay commission. I think there is nothing in the bag for central government employees. I can't imagine how the government go with the policy that applied atal government in 2003. And again modi government is in the same mood to do so with central government employees. 15% hike nothing matter, our HRA allowence atleast increasing typical cities A classes 50%, B class 40%, C class 30%, D class 20% and our TA allowance considered as a entire family (30% need)

15% is nothing but cheating. however, like 6 cpc, the hike should be minimum of 40%. further, as suggested by the earlier pay commission, there should be a permanent wage board for the employees which should be common to all govt employees such as Bank, Insurance, PSUs, central Govt. employees, state Govt. Employees etc. and the pay revision should be held once in every 5 years. The trade unions this time should shed their party affiliations, and work for staff's welfare and demand for permanent wage board. this is will solve all our problem. Not only that one consensus person of any trade union should be co opted member of the board so that they can present the employees grievances effectively. As all the members of pay commission are from Judiciary/IAS/Group A officers they are not presenting the employee;s grievances effectively. In 6 CPC the three categories of 5000, 5500 and 6500 are most affected and the Group A and others much benefited. it happens every pay commission reports. Further normally seniors are not benefitting much rather than juniors. This is partly because of division and non cohesiveness amongst the trade union leaders. They are mostly concerned about their party affiliation thinkings. This should be avoided.
Further there are lot of arbitration awards are yet to be implemented. If the arbitration awards are kept pending for many years then there is no meaning of negotiated settlement.

This should also be considered.

The recommendations of 7th pay commission for 15% (as per News papers) is very very poor which should be more than 35%. The recommendations for hike for PENSIONERS is not known which should be more than 50% because in the old age, the medical assistance day to day is required for which a huge amount for outdoor medical treatment is essential required for their further life. I hope the Government will take meritorious/precious decision in the cases of pensioners.

While the exact information is known by today evening, I feel that 15% hike if at all as seen in some media reports is too meager for all CG employees who wait for their salary increases once in 10 years. The real wage received during the 10 years is very less in comparison to the inflationary trends.

Moreover, let us see how the anomalies of 6th CPC are redressed like hierarchical MACP, increment rates etc.,

Most of the employees of central govt stay in their office only for 4 to 5 hours. They come late and leave the office before time. From this angle 15% is sufficient. It should not be cross 30%. The employees should be attentive regarding work culture. They , who shouted anytime on these issues , work less in their offices.

more than 15% salary has been hike for bank & insurance sector for the term of 5 years period. At least 35% salary should hike in 7th CPC, as it is term of 10 years. if it is proposed 15% or 20% , then the JCM should refused the proposal.
Separate pay structure is required for MACP and normal promotion to avoid further anomaly. Universal HRA 40% should allowed e respective of city, because Govt. employee is not interested to take his posting in small city for less HRA in extant rule.

The increase in DA itself is nearly 7%for every 6 months.To compete with this,the percentage of enhancement of salaries should be effected more and more equally with the other administrations like Banks,LIC,teachers Etc.Even after the 37 years of hard service I could not get the pension equally with the above persons.The increase of 15% is equal to 2or3 DAs only which is mere waste to spend the time or public money on this commission.In my view now a days the state GOVT employees are having the better salaries and pensions than the Central GOVT employees.At this range when you will get equality in employees.The central GOVT should RETHINK about CPC to increase atleast 35 to 45% with out any hesitation or hurdles please.

There were lot of anomalies in the 6th CPC, hope the 7th CPC will certainly address them rightly. 1. Removing of grade pay. 2. Grade pay for LDC UDC, 6th CPC did injustice to these cadres. This must be looked into. 3. Difference in the Fixation of pay on promotion V/s the direct recruits (LDC to UDC). 4. Leave encashment. 5. Pension. etc.

this pay commission sucks what they have done for armed forces personnel only officers are benefited form this pay commission.Look military service pay for officers are 15500 and for PBORs 5200 is it justified....now a days entry level educational qualification is same for both specially in navy and airforce.This is really ridiculous.

Government had not given expected salary hike. DA was part of salary. Mere merging with Basic does not shows any hike in salary. 7th CPC should have hiked salary like 6th CPC with at least 35% hike in Basic Pay. Additional Allowances should have be added in addition to the continued Allowances.
