4 Months Extension to 7th Pay Commission – Employees Disappointed With the 18 months time given to the 7th Pay Commission to submit its report coming to an end in August, the Government has given an extension of another four months. The government says that the extension was given because the commission had asked for it. Many are not ready to believe that the 7th Pay Commission, which was almost ready to submit its report, had suddenly requested for an extension. They wonder what the necessity was for this extra time. Two months ago, on July 24, 2015, the 7th Pay Commission had, on its official website, voluntarily said that work is on and it will be completed well within schedule. Even until the second week of August, there were no indications from the members of the 7th Pay Commission that they would require an extension. Cabinet Agrees to Give 4 Months Extension to 7th Pay Commission “The cabinet has consented to give four more months for the 7th Pay Commission to submit its report.” Following the request from the 7th Central Pay Commission, the cabinet has given an additional four months’ grace time, according to a government release. The 7th Pay Commission was constituted on 28.02.2014 by the centre. The 18 months’ time given to the Commission ends today. The Commission has stated that there is excess of pending workload to prepare final report and that they want to intensive consultation with stakeholders. Hence, the cabinet gave a nod to extend the time until December for the Commission to carry out its work. As a result of this new development, the Commission will submit its report in January 2016. Extension of the term of the 7th Central Pay Commission The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. The 7th Central Pay Commission was constituted by the Central Government on 28.2.2014. According to the Resolution dated 28.2.2014, by which the Commission was constituted, it is to make its recommendations within 18 months of the date of its constitution that is by 27th August, 2015.

Expected DA from Jan 2016 – A New Chapter Begins The last episode of “Expected DA from July 2015” is almost confirmed to hike by 6% and the official announcement is expected in the second week of next month. ‘The government usually announces additional dearness allowance for Central staff twice in a year from January and July, based on the price-fluctuation data of the previous six months.’ Central Government employees are currently being given a Dearness Allowance of 113%. With 6% DA almost conclusively assured from July 2015 onwards, official announcement is expected to be made during the cabinet meeting in the second week of next month. As soon as cabinet gives its nod, DA will be issued at 119% for the six months starting July 2015, up to December 2015.

7th Pay Commission, as seen by the economists “All the Economists and Analysts, and not just in India, is discussing the 7th Pay Commission.” Last week, Neelkanth Mishra of Credit Suisse said that there are chances of 40% increase in salary. He also remarked that post-7th Pay Commission, the financial status of Central Government employees will grow high enough to afford a car. Yesterday, an article in the International Business Times analyzed the role of the Pay Commission in the economic development of India. The article had expressed an estimate on how substantial the hike in salaries would be following the 7th Pay Commission recommendations. Bank of America has estimated a 15% hike in the salary; Religare fixes the hike at between 28 to 30%, and Credit Suisse has marked it as 40%.

Multiplication Factor – A Crucial Indicator for determining the Basic Pay of 7th Pay Commission It is well known that Multiplication Factor 1.86 was being used by the 6th Pay Commission to calculate the new revised basic pay. The 6th Pay Commission had initially suggested 1.74, but it was later modified to 1.86. The Multiplication Factor was arrived at by adding dearness allowance percentage to the basic pay with a simple methodology. The 6th Pay Commission also brought in a new concept called the Grade Pay. So, the basic pay diveded into two segments, which are called as Band Pay and Grade Pay.

OROP protests likely to intensify “UFESM is not ready to believe the assurances given by all the forces that constitute the power at the Centre that the scheme would be implemented.” This is because such assurances have been given for a number of years by a number of parties and nothing had happened. Therefore, this time, the UFESM is not ready to bow down. Either the plan has to be announced, or the Prime Minister has to announce the date on which the plan will be implemented. Else, as per the current scenario, the protests are going to intensify. In more than 60 cities across the country, protests are being held demanding the implementation of the OROP scheme. PG & Pensions, O.M.No.38/37/08-P&PW(A), dated 30.7.2015 Sub:- Revision of pension of pre-2006 pensioners – reg. The undersigned is directed to say that as per Para 4.2 of this Department’s OM of even number dated 1.9.2008 relating to revision of pension of pre-2006 pensioners w.e.f. 1.1.2006, the revised pension w.e.f. 1.1.2006, in no case, shall be lower than 50% of the sum of the minimum of pay in the pay band and the grade pay thereon corresponding to the prerevised pay scale from which the pensioner had retired. A clarification was issued vide DoP&PW OM of even number dated 3.10.2008 that the pension calculated at 50% of the minimum of pay in the pay band plus grade pay would be calculated at the minimum of the pay in the pay band (irrespective of the pre-revised scale of pay) plus the grade pay corresponding to the pre-revised pay scale.

The recent 10th Bipartite wage agreement gave them an increase of 15%." United Forum of Bank Unions (UFBU) had initially put forth a demand of 21% wage hike. It was only after an extensive series of negotiations that the Indian Bank Association agreed to settle for 15%. For Central Government Employees, once every ten years, a high level committee is constituted by Central Government to revise the pay and allowances.
