Indefinite Strike from July 11 - NJCA not yet decided

The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.

Krishnan (Confederation), 8. Ashok Singh (INDWF), 9. R. Srinivasan (INDWF), 10. M. S. Raja (Confederation), 11. J. R. Bhosale (AIRF), 12. Bhatnagar (NFIR), 13. R. N. Parashar (NFPE), 14. Giriraj Singh (NFPE), 15. Satish Chander (FNPO), 16. Shiv Kumar (FNPO), 17. N. Kannaiah (AIRF).

The issues in the Charter of demands were discussed with special reference to the 7th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After receipt of the copy of the Press Communique issued by the Honourable Finance Minister, the NJCA will take a final decision.

Govt is playing with the emotion of govt employees. Strategies r same as Congress govt was applied. Its Ambani ,Adani favour govt.not favour of employees. 7 Pay commission declaration is Too much less. The to unth ke muh mein zeera vali kahavat sabit hui.

an umbrella organisation comprising various
Central Government employees’ unions,
has temporarily postponed the indefinite
strike scheduled from July 11 after Prime
Minister Narendra Modi formed a committee
of Ministers to negotiate with union leaders on their demands.

NJCA convener (South Zone) N. Kanniah said
even as the Cabinet approved the 7th Pay
Commission, representatives of various unions,
including the All India Railwaymen Federation,
decided to go ahead with the proposed strike
demanding a minimum pay of Rs. 26,000.

The claim that the government was giving a
14.28 per cent hike in pay was false since
the calculations revealed an increase of only
11.31 per cent, which would further decline
to 4.51 per cent after deductions towards
provident fund and pension scheme contributions.

Mr. Kanniah, who is also the general
secretary of Southern Railway Mazdoor
Union, said the unions were opposed to
privatisation and foreign direct investment
in Defence, Railway etc.

“Since the Prime Minister has intervened and
initiated the process of negotiation,
we have decided to temporarily postpone
the indefinite strike. The NJCA will make
sure that the genuine demands of the employees

THE NJCA SHOULD NOT HAVE RETREATED FROM THE PROPOSED INDEFINITE STRIKE. THE GOVERNMENT IS TRYING TO DELAY THE IMPLEMENTATION OF 7TH CPC RECOMMENDATIONS. IT HAS AGREED FOR INCREASE OF 14.22% ON BASIC AND D.A. BUT NOT ON HRA AND T.A.

THE INTENTION OF THE GOVERNMENT APPEAR TO REDUCE HRA PERCENTAGE FROM 24%, 16% AND 8% TO STILL LOWER LEVEL AND AT THE SAME TIME SAVE HRA ARREARS AS 7TH CPC RECOMMENDATIONS ON HRA FETCHES SUBSTANTIAL HIKE FROM THE EXISTING HRA AMOUNT(MORE THAN 100% INCREASE FROM THE PRESENT AMOUNT OF HRA).

IF THE INTENTION OF THE GOVERNMENT IS GOOD, IT SHOULD HAVE IMPLEMENTED THE 7TH CPC RECOMMENDATIONS IN TOTO SO THAT ATLEAST THE EMPLOYEES WOULD HAVE GOT 23.55 PERCENT INCREASE INCLUDING HRA AND T.A. FROM THE JULY SALARY AND THEN FORMED A COMMITTEE TO LOOK INTO THE GRIEVANCES.

FURTHER THE EMPOWERED COMMITTEE OF SECRETARIES HAVE ALMOST TAKEN MORE THAN 6 MONTHS TO SUBMIT ITS REPORT AFTER CONSULTATION WITH THE STAKEHOLDERS. WHY THE ORIGINAL REPORT OF THE ECOS NOT MADE PUBLIC AS IN THE CASE OF 7TH CPC REPORT WHICH WAS INSTANTLY PUBLISHED, THE MOMENT IT WAS SUBMITTED BY THE CHAIRMAN OF THE 7TH CPC TO THE GOVERNMENT?

WHAT IS THE NEED FOR ONE MORE HIGH LEVEL COMMITTEE. ARE THE MEMBERS OF THE ECOS WHO WERE I.A.S. OFFICERS IN THE RANK OF SECRETARY ARE NOT IN HIGH LEVEL?. WHO IS ABOVE THE I.A.S. OFFICERS IN INDIA WHO ARE TO BE CONSIDERED AT HIGH LEVEL. IT IS THE SAME GROUP OF SECRETARIES WHO ARE GOING TO SIT ONCE AGAIN FOR MORE THAN 4 MONTHS, JUST TO BRAINWASH THE EMPLOYEES IN CONNIVANCE WITH THE GOVERNMENT AND KEEP ON DELAYING THE IMPLEMENTATION. WHAT IS THERE TO REVIEW FOR 4 MONTHS. EVERYTHING IS A KNOWN ISSUE. IT SHOULD NOT TAKE MORE THAN 4 DAYS TO GIVE THEIR RECOMMENDATION FOR INCREASING THE PAY AND ALLOWANCES AS DEMANDED BY THE EMPLOYEES FEDERATIONS.

AFTER 4 MONTHS WHEN THAT REPORT ALSO IS NOT SATISFACTORY TO THE EMPLOYEES, GOVERNMENT MAY FORM ONE MORE HIGH LEVEL COMMITTEE TO SUBMIT ITS REPORT IN ANOTHER 4 OR 6 MONTHS TIME AND THIS TACTICS SHALL GO ON.

THEREFORE THE NJCA AND ALL THE CENTRAL GOVERNMENT EMPLOYEES FEDERATIONS SHOULD INTENSIFY ITS PROTEST TO MAKE THE GOVERNMENT AGREE TO THE DEMANDS IMMEDIATELY.
