Impact on Revision of IOR from 2.57 to 2.67 of Pay Matrix Level 13

Government of India accepted the recommendations of 7th Central Pay Commission and resolution No.1-2/2016-IC notified in the Gazette of India, dated the 25th July 2016.

And now, the Central Government has decided to make changes in the Civil Pay Matrix. The IOR of Level-13 of Civil Pay Matrix shall also be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix as contained in Annexure-1 mentioned in para 6 of the aforesaid Resolution dated the 25th July, 2016 shall be revised.

The below table make it clear the enhancement of pay as per the revision of fitment factor from 2.57 to 2.67.

  1. The basic gain is only Rs.1000 p.m.
    Due to revision of Pay Matrix lavel 13 from 2.57 to 2.67, enhancement shown in table is not correct, Example - Pay scale in 6th CPC - pay in the pay band 44770 + grade pay 8700 = 53470 ,
    Notional pay in 7th CPC ::
    ( A ) accoding to initial Pay Matrix ( 53470 X 2.57 =137418, next higher cell 137500 ) = 137500,
    ( B ) according to revised Pay Matrix for lable 13 ( 53470X 2.57 = 137418 next higher cell 138500 ) = 134500
    Thus, The basic gain is only Rs.1000 p.m.

  2. Due to revision of Pay Matrix level 13 from 2.57 to 2.67, bunching has automatically occurred e.g. Basic pay 46100 as per 6 cpc
    will become (46100*2.57=118477, the first cell 123100) 123100 pay of 7cpc pay matrix
    and with next increment in 6 cpc (47490*2.57=122049, the first cell 123100) pay will become 123100.
    This automatic bunching was not there in original pay matrix. This great anomalies is introduced because of change in IOR. This was not warranted as level 13 is entirely different from other levels. 7CPC had done it with conscious intention to retain its significance provided by 6cpc.
