Various Types of Pay Matrix Table for Government Employees

7th Central Pay Commission recommended new and innovative pay structure table for all group of Central Government employees including Defence Personnel in its report. The table called as “Pay Matrix Table”.

The Pay Matrix Table comprises two dimensions. It has a “horizontal range” in which each level corresponds to a ‘functional role in the hierarchy’ and has been assigned the numbers 1, 2, and 3 and so on till 18. The “vertical range” for each level denotes ‘pay progression’ within that level. The minimum pay starts with 18000 and maximum pay is 250000.

The fitment in the new matrix is essentially a multiple factor of 2.57. This multiple is the ratio of the new minimum pay arrived at by the Commission (₹18,000) and the existing minimum pay (₹7,000). The fitment factor is being applied uniformly to all employees. It includes a factor of 2.25 to account for DA neutralisation, assuming that the rate of Dearness Allowance would be 125 percent at the time of implementation of the new pay as on 01.01.2016. The actual raise/fitment being recommended by the Commission is 14.29 percent. An identical fitment of 2.57 has also been applied to the existing rates of Military Service Pay (MSP), applicable to defence forces personnel only. The Pay Matrix Table for all group of CG Employees and Officers. To fix the pay and fix the pay on promotion or MACP and also calculate increment with the help of Pay Matrix Table very easily, no need of any calculation.

THIS IS MY REPEATED POST HAVING NO REACTION AND RESULT ETC.
THE 7TH CENTRAL PAY COMMISSION HAS ISSUED THE REVISED PAY MATRIX TABLE AS ON 16-05-2017. FROM THE PAY MATRIX TABLE THE BENEFIT OF FITMENT HAS BEEN GIVEN AS UNDER:-
FROM LEVEL NO. 1 TO 5 2.57
FROM LEVEL NO. 6 TO 9 2.62
FROM LEVEL NO. 10 TO 13 A 2.67
FROM LEVEL NO. 14 TO 16 2.72
FOR LEVEL NO. 17 2.81
FOR LEVEL NO. 18 2.78
IT IS VERY CLEAR FROM THE ABOVE TABLE THAT INSTEAD OF GIVING HIGHER FITMENT FOR LOWER STAFF, THE SAME HAS BEEN GIVEN TO HIGHER STAFF WHICH DOES NOT SEEMS TO BE IN ORDER AND IS AGAINST THE JUSTICE. IF FITMENT @ 2.81 IS ALLOTTED TO ALL CATEGORIES, THE LOWER STAFF CAN BE SATISFIED WITH THE CORRECT DECISION.IN THAT CASE MINIMUM PAY WILL BE ABOUT 20,000/- INSTEAD OF RS. 18,000/-.
DEAR ALL I WANTED TO DRAW YOUR ATTENTION TOWARDS THE REVISED PAY MATRIX TABLE, GAZETTE NOTIFICATION - RESOLUTION 16TH MAY, 2017) WHICH IS DETAILED AS UNDER:-

FITMENT FOR 15600-39100 FROM LEVEL 10 TO 12 = 2.67
FITMENT FOR 37400-67000 FROM LEVEL 13 TO 13-A = 2.67
FITMENT FOR 37400-67000 FOR LEVEL 14 = 2.72
FITMENT FOR 67000-79000 FOR LEVEL 15 = 2.72
FITMENT FOR 75500-8000 FOR LEVEL 16 = 2.72
FITMENT FOR 80000 FOR LEVEL 17 = 2.81
FITMENT FOR 90000 FOR LEVEL 18 = 2.78

FROM THE ABOVE IT IS CLEAR THAT MORE AND MORE BENIFIT OF FIXATION HAS BEEN GIVEN TO LEVEL 10 AND ABOVE AND THE LOWER LEVEL HAVE BEEN GIVEN LESS BENIFIT. THE MAXIMUM BENIFIT HAS BEEN GIVEN FOR 2.81 WHICH IS REALLY UNJUSTIFIED. I THEREFORE SUGGEST THAT THE BENIFIT OF 2.81 MAY BE GIVEN TO ALL LEVELS TO AVOID ANY DISCREPANCY. IN THAT CASE MINIMUM PAY WILL BE 20,000/- INSTEAD OF 18000/-.
